Register of mining and oil licences
Leases, concessions and processing permits granted under the Hydrocarbon and Mining Code of 1995. Royalties are set by the Code (the stibnite-concentrate schedule was revised in 2018) and are deducted from export proceeds in escrow, under the Irad Foreign Trade Escrow Authority; the ministry does not collect them.

Licences issued for land in the Autonomous Tribal Regions cannot be used there: the clan councils ban open-pit mining in mountain watersheds. The territorial pledge not to develop uranium and thorium stands; no licence for them has been or will be issued.

Register as at 30 October 2026. Questions on licences: +996-39-2-21-31-20, licensing department, room 318.
